In 1994, the Rwandan population consisted of 84% Hutu and 15% Tutsi. Hutu extremist began to blame the Tutsi population for social, economic, and political pressures. Tutsi civilians were also accessed of being a part of Rwandan Patriot Front. The RPF was a tutsi dominated rebel group. President Habyarimana, a Hutu, was on the cusp of a peace agreement between RPF and the Hutu when his plane was shot down on April 6, 1994. Hutu also had a fear of being a minority to Tutsi because of previous colonization events Innocent Tutsi were subjected because of their indirect relationship with the RPF and Hutu fears and the Hutu began an abundant amount of killings. An estimated 200,000 Hutu men participated in the genocide. However, Tutsi were not the only ones dying. Hutu were being attacked by the RPF. Hutu that did not support the killing campaign were also killed. Over all there were about 800,000 to one million people killed, and 85% were Tutsi men,women, and children. In attempts to avoid slaughter, Tutsi people fled from town to town. Many of them deid from the lack of biological resources such as food and water. Some Tutsi found refugee behind RPF lines and set up camp until the genocide ended.

Rwanda was fully reasonable for the genocide as well as the end to the genocide. Policymakers in the Untied States, France, and Belgium knew of the mass killings but made little efforts to help. The United Nations was fully aware of the genocide but never charged the Hutu Rwandan government with genocide. The United Nations did send a small amount of soldiers to protect Tutsi civilians.
